This pedestal is in beautiful vintage condition!
It stands 6 1/2 inches tall and it is 5 1/2 inches wide.
Royalty, aka Imperial Crown, aka Imperial #400 AKA Queens Crown (This never took off)
The Pattern started the patent application in 1906.
I do not have a stop date on production.
There are several styles of punch bowls in this pattern that fit this base.

Manganese Glass I believe was used for the carnival glass in this pattern.
This pattern was extremely popular with their carnival glass pieces.
It's official name was Imperial Crown #400 but was later named Royalty by a glass collector, Marion Hartung, and the Royalty name stuck.
The "Royalty" clear pattern from Imperial Glass was initially known as "Imperial Crown" and was later named "Royalty" by Carnival Glass collector Marion Hartung.
One other collector called it Queens Crown.
The pattern features a Star and Diamond Design.
